From 2019 to 2022, nDemand Consulting Services served as prime contractor to the U.S. Agency for Global Media (USAGM) and Voice of America, delivering crisis communication, Countering Violent Extremism, election reporting, disinformation, health journalism and conservation-crime training in eight host countries. We led every program from the United States through subcontracted faculty and local coordinators in each country, and we owned the mission, the risk and the results. At home, as a subcontractor, we put specialized talent and capture leadership behind CMS, Department of Veterans Affairs and HHS programs.

2021Mobile Journalism for Election Coverage
Mobile Journalism for Ethiopia's 2021 Election
Addis Ababa, Ethiopia

Six weeks before Ethiopia's scheduled vote, newsroom leaders with almost no mobile journalism experience shot, recorded and edited election stories on their phones, under an order from a second USAGM contracting office.
2021Health Journalism
Health: The Roles and Responsibilities of Journalists
Goma, North Kivu, Democratic Republic of the Congo
In a region shaped by armed conflict, recurring Ebola outbreaks and COVID-19, nDemand convened journalists from 13 locations across North Kivu, South Kivu and Ituri to report on public health with accuracy and responsibility.

Journalism and Best Practices Workshop in Lubumbashi
Lubumbashi, Democratic Republic of the Congo

Two months after Goma, the same USAGM office returned with a larger requirement: 22 participants, 15 of them flown in from 11 cities spanning the Democratic Republic of the Congo, mobilized in under three weeks.
2021Affiliate Station Management

Abuja, Nigeria

U.S. Federal Programs
Inside the Missions of CMS, the VA and HHS
From 2018 to 2021, nDemand worked as subcontractor and strategic consultant to Visual Connections, LLC, a Maryland federal IT, health analytics and security infrastructure prime. We put specialized talent on federal programs that protect Medicare payment integrity and veterans' medical centers, built the capture engine behind two federal awards, and stood up the product and training platforms that took the firm to market.
On every program below, Visual Connections, LLC held the federal prime contract and nDemand served as its subcontractor or consultant.

2019Department of Veterans Affairs
Securing Veterans' Medical Centers
Hampton, VA and Martinsburg, WV | Security infrastructure workforce
Two VA medical centers were replacing the video surveillance, access control and duress systems that VA police and a 24-hour emergency dispatch center depend on, on occupied campuses that could never go dark.
2019Centers for Medicare & Medicaid Services
Protecting the Integrity of ACA Risk Adjustment
Remote and Baltimore area | Certified medical coder resourcing
HHS-operated Risk Adjustment Data Validation decides whether the diagnoses behind ACA risk adjustment transfers hold up against the medical record. Every abstracted code bears on where payments move, under a 95% inter-rater reliability standard.
2019 to 2020Centers for Medicare & Medicaid Services
Automating Medicare Advantage Medical Record Review
Baltimore, MD | Program management and process improvement for AI-enabled record review
CMS > Visual Connections, LLC (RADV Medical Record Review Contractor B, through its Visual Axis joint venture) > nDemand (subcontractor)
Medicare Advantage Risk Adjustment Data Validation audits recover payments made on diagnoses the medical record does not support. CMS's review of those records for fraud, waste and abuse was manual, slow and hard to scale, and CMS wanted an automated approach that raised accuracy and saved time.
2019 to 2021Centers for Medicare & Medicaid Services
CMS PCM and the EASi Surge Project
Baltimore, MD | IT modernization design and PMO coordination
CMS's Office of Information Technology needed customers across the agency to navigate IT governance without losing requests, and the PCM program needed steady project coordination across CMS program management offices through the shift to remote operations.
2020 to 2021CMS Center for Program Integrity
Program Integrity PMO Through the PADOS Recompete
CMS PMO environment | Program integrity PMO coordination and recompete support
CMS > Visual Connections, LLC (prime, PADOS Recompete Task Order 75FCMC21F0001) > nDemand (consultant, Consulting Agreement Mods 08 to 11)
PADOS supports the Center for Program Integrity's Medicare Advantage Risk Adjustment Data Validation work, which targets improper payments and payment recovery. The program ran through a recompete and transition with access to protected HHS information.
2018 to 2020CMS, HHS and other federal buyers
The Federal Growth Engine
Atlanta, GA, supporting Windsor Mill, MD | Capture, proposal and business development
A prime concentrated at one agency needed to win larger and more varied federal work than its own business development staff could pursue, on a budget a small firm could carry.
2020 to 2021Visual Connections, LLC (corporate R&D)
Chief Technology Office and Product Development Division
Remote, distributed team | Product management, solution architecture and process automation
Visual Connections, LLC > nDemand (consultant, then subcontractor, NDemand-2020-CTO-PD)
A federal IT prime set out to compete on technology, not labor, which required a solutioning function to stop costly pursuit misfires and a product line built with its own R&D dollars.
2020 to 2021MileMarker10 and the G2Xchange community
Small businesses entering federal contracting face a steep, expensive learning curve. The platform had to launch on schedule after COVID-19 canceled the in-person roundtable it was built around.
