Oscar's impact in the government contracting ecosystem is significant. Through cohort-based training, advisory programs, and executive consulting, his work has helped train and support more than 600 businesses and has been connected to more than $1.8 billion in awarded government contracts through cohorts, coaching, and business development support.
In one national government contracting cohort, participating businesses generated $7.9 million in awarded contracts within the first four months, demonstrating the power of practical training, targeted strategy, and relationship-based execution.

Oscar has built a career that blends executive-level consulting experience with real-world entrepreneurial execution. He has managed $30 million-plus consulting portfolios, supported federal growth strategies, developed executive-level training programs, advised small and mid-sized businesses, and led high-stakes client engagements for public and private sector organizations.
His professional background includes experience within major consulting and federal contractor environments, including Big 4 and Big 5 consulting ecosystems, large prime contractors, federal agencies, Fortune 500 companies, and emerging small businesses. Past work and client environments have included Bank of America, Booz Allen Hamilton, IBM, the U.S. Agency for Global Media, the Centers for Medicare & Medicaid Services, Veterans Affairs, and other public and private sector entities.

Since 2018, Oscar has led mission-critical trainings across the United States, Europe, and Africa, including work connected to crisis management, leadership development, government communications, and organizational readiness. This international perspective gives Oscar a unique ability to lead diverse audiences, navigate cultural complexity, and deliver frameworks that work across industries, sectors, and borders.
The Entrepreneur
Grounded in operating reality.
Oscar is also an accomplished entrepreneur. His experience includes owning and operating a 12,000-plus square-foot restaurant with more than 150 employees and $1.4 million in annual sales, as well as owning a trucking and logistics company.
This hands-on business ownership experience gives him a grounded understanding of what it takes to manage people, cash flow, operations, customer experience, growth, risk, and execution in real time. When Oscar advises a business, he is not theorizing. He has signed the checks, met the payroll, and lived the operational pressure himself.
