Client
U.S. Department of Commerce, Minority Business Development Agency (MBDA) - Federal Procurement Center

- Place of Performance
- National (virtual and in-person as applicable)
Situation
The MBDA Federal Procurement Center serves a national membership of firms pursuing federal and state and local contracting opportunities. Members arrived with widely varying levels of readiness and no consistent method for identifying, qualifying, and pursuing opportunities. Support was available but it was episodic rather than operational, which meant firms could receive good guidance and still fail to convert it into submitted responses.
Task
nDemand was engaged as Tiger Team Lead and Advisor to stand up and operate a tactical delivery capability inside the Federal Procurement Center, providing technical assistance, government contracting advisory, and training across the member base.
Approach
We designed the Tiger Team model to be hands-on and implementation focused rather than instructional. Delivery covered readiness assessments, pipeline and forecast development, relationship mapping, capture planning, proposal management guidance, and practical execution support across the full pursuit lifecycle. The emphasis throughout was on helping firms translate training into measurable action: targeted outreach to buying organizations, disciplined opportunity qualification, compliant response planning, and the development of reusable artifacts including capability statements, win themes, and pursuit trackers that remained useful after any single pursuit closed.
Result
nDemand delivered tactical and practical support to more than 400 member firms through structured advising, training, and implementation support. The Tiger Team approach improved consistency in member execution by introducing repeatable pursuit processes, a regular forecast cadence, and proposal management best practices across a membership that had previously operated without a shared method.
